Plastic wrap seems like one of the simplest products in the kitchen, but its chemistry has changed substantially over the decades. Older food wraps often relied on chlorine-containing plastics or plasticizers that later attracted environmental and health scrutiny.

That history can make claims about “toxic plastic wrap” confusing. Not every product containing PVC or another chemical was recalled, and the presence of a chemical does not automatically mean ordinary use caused dangerous exposure. In fact, the FDA regulates food-contact packaging and evaluates whether substances can safely be used for their intended applications.

Original Saran Wrap

The original Saran Wrap was made with polyvinylidene chloride, or PVDC, rather than the polyethylene used in the current U.S. formulation. S.C. Johnson eventually replaced PVDC with polyethylene as part of a broader effort to reduce chlorine-containing materials.

The company completed the reformulation in 2004. The EPA notes that S.C. Johnson replaced PVDC with polyethylene in Saran Wrap after its Greenlist process identified opportunities to change the material.

This wasn’t a conventional recall prompted by consumers becoming ill. Instead, it was a voluntary reformulation driven largely by concerns surrounding the environmental characteristics of chlorine-containing materials.

Older PVC Cling Wrap

PVC-based cling wrap has historically relied on plasticizers to make the otherwise rigid material flexible enough to stretch around food.

Research and consumer testing have raised concerns about migration of certain plasticizers from PVC films into foods. A Consumer Reports investigation, for example, found migration of the plasticizer DEHA from PVC cling wrap into cheese samples.

The finding helped fuel broader scrutiny of food-contact PVC. Modern food wraps vary considerably in their materials and additives, so consumers shouldn’t assume that every clear plastic film has the same chemical profile.

Handi-Wrap

Handi-Wrap provides another historical example of why older plastic-wrap formulations deserve context. Laboratory analysis of food-wrap samples identified various hydrocarbons and trace quantities of phthalate compounds in a Handi-Wrap sample.

The analysis was not a government recall notice, nor does it establish that using Handi-Wrap caused illness. It does, however, illustrate how researchers have investigated the chemicals present in older food-contact films.

Today’s food-wrap formulations can be quite different from historical versions, making the age and formulation of a product important when discussing chemical concerns.

PVC Meat-Wrapping Film

Plastic film used by supermarkets and meat departments has historically presented a somewhat different situation from household cling wrap. PVC films were widely used because they stretch tightly around trays and provide an effective display barrier.

A Consumer Reports investigation found measurable DEHA migration from PVC film into cheese wrapped in stores. The U.S. Department of Agriculture also explains that plastic wraps can contain additives such as plasticizers, colorants, and anti-fog compounds, and that chemicals can migrate into food under certain conditions.

Importantly, USDA guidance says packaging intended for cold storage shouldn’t be exposed to heat unless specifically designed for that purpose.

Older Chlorinated Food Wraps

Older chlorinated food-wrap formulations are another category that has received scrutiny. S.C. Johnson’s decision to eliminate PVC and PVDC from its products was influenced by concerns about the environmental consequences of chlorine-containing materials, particularly when disposed of through incineration.

That history helps explain why polyethylene eventually became much more common in household food wrap. It also demonstrates why a product disappearing from shelves isn’t necessarily evidence of a toxicological recall.

When evaluating plastic wrap, consumers should pay attention to:

  • The material used to make the film.
  • Whether it is intended for food contact.
  • Whether it is labeled for microwave use.
  • Whether the wrap should touch food during heating.
  • Any instructions or warnings printed on the package.
